The City Plan will guide development across Brighton & Hove over the next 15 years, setting out how the city can deliver new homes, employment space, infrastructure and sustainable growth while protecting its unique environment and heritage. Once adopted, it will replace the current City Plan Parts 1 and 2.

The consultation follows an earlier engagement exercise that attracted more than 700 responses and comes in response to changes introduced through the Government’s proposed new National Planning Policy Framework and planning reforms.

The council is now seeking views on:

• The main challenges and opportunities facing the area
• What the new City Plan should contain
• Identifying local issues that the plan should still address
• How individuals, organisations and businesses would like to be involved in shaping the Plan.

Alongside the Scoping consultation, a Strategic Environmental Assessment (SEA) Scoping Report is available for comment, and a new “Call for Sites” process is open for potential housing, employment, retail and other development opportunities.

Consultation starts 14 July and runs until the 7 September 2026.
