We’re keen to activate this space in the meanwhile period and will encourage proposals that are able to actively test the space for potential uses in later development. We would particularly welcome proposals that include a arts and culture as part of their offer for example including sculpture or displays of art .
Situated close to listed residential areas such as Sussex Square and connected to the vibrant neighbourhoods of Whitehawk and the Marina estate, Black Rock is perfectly located to capture new audiences with a broad range of tastes and needs which any proposed use should address.
Suggested timeline
November 2025 – submission of proposals.
November 17 2025 – deadline for clarification questions.
November to December 2025 – review of proposals and second round interviews if required.
January 2026 – operator appointed (Cabinet) and licence granted.
Summer 2026 – operational use begins.
Applicants should make mention of the relevant council policies and plans and familiarise themselves with the newly formed Seafront Board who will oversee future development of seafront infrastructure.

* Proposed future development of the site is yet to be fully agreed and so the period for which the site is available is under consideration. Guarantees of time available will be agreed at the point of contract.
