Queer Heritage South Project Evaluator Role Brief –  Development Phase (Year 1)
 
Introduction
Marlborough Productions (www.marlboroughproductions.org.uk) as part of its Queer Heritage South programme has been awarded a grant from the National Lottery Heritage Fund to deliver a major new four year project in Brighton & Hove. The project will comprise a Development Phase – one year (covered by this brief) – and a Delivery Phase – three years (subject to Round 2 NLHF funding).
The project will develop a new strategy for the conservation and sharing of LGBTQIA+ heritage in Brighton & Hove, and build our community digital archive (https://www.queerheritagesouth.co.uk). It includes a programme of volunteer training and skills development, organisational development and in depth partnership working. This will be complemented by a community-led cultural programme working towards exhibitions across multiple venues in the city in 2027.
We are looking for a dynamic Project Evaluator to support the project, developing both formative and summative outputs to support the project’s delivery and reporting.
Key to this contract will be the recruitment and support of two/three freelance Associate Evaluators in order to make sure the evaluation team are representative of the communities we are working with  and encourage sharing of skills and experiences.
Our ambition is that this inclusive developmental approach will broaden and diversify the range of people with heritage project evaluation skills, and offer new models for respecting and evaluating lived experience in heritage projects.
This project is rooted in community consultation, the evaluation process will be an integral part of the project delivery itself and integrated in every step.
The Evaluator’s duties will include:
  • Ensuring that the project achieves the relevant evaluation outcomes described in the Project Plan, in liaison with, and reporting to, the Project Manager and Project Director where appropriate
  • To establish (in collaboration with the Project Team) a Framework for reflection and measuring impact. In our Development Phase (Yr 1) we are required to monitor the project against the existing NLHF Outcomes framework. If we are successful in securing support for the Delivery Phase (Yr 2-4) of our project we will be reporting against NLHF’s new Investment Principles framework. We need an evaluator who can help us manage this transition.
  • To work closely and collaboratively with the Associate Evaluators to ensure the voice of the community is informing the Evaluation Framework and heard and represented in any reporting
  • To be responsible for setting out an evidence framework (measures of success) referring back to the project’s proposed outcomes and implementing data collection processes that gather evidence in line with Marlborough Production’s Data & Privacy Policy
  • Producing regular reports (timeline to be agreed on commencement of contract) to allow for formative evaluation within NLHF Development Phase year
  • To lead on monitoring of volunteer experience with a particular focus on skills development and wellbeing improvements
  • Providing other reasonable duties to support the project’s general operations
 
Essential Skills:
  • Experience of evaluating volunteer wellbeing and skills development in a thoughtful and respectful way
  • Experience of working with non-experts to deliver evaluation work
  • Excellent written, oral and visual media communication skills
  • Excellent presentation skills
  • Excellent IT skills
  • Ability to work independently and within a small team
 
Desirable Skills:
  • An understanding of the LGBTQIA+ history of Brighton & Hove
  • Experience of Audio Visual/Multimedia evaluation methods and reporting
  • Experience of sharing evaluation insights and perspectives on website/social media
  • Understanding of data collection in line with UK GDPR legislation
 
Fee
  • £8,000 + VAT including travel expenses
  • We are holding an additional budget to engage freelance Associate Evaluators
