Brighton & Hove City Council have launched a consultation on a new City Plan that will help shape future development in the city over the next 15 to 20 years.
The current City Plan has 2 parts: City Plan Part One was adopted in 2016, and City Plan Part Two was adopted in 2022.
We’re now preparing a new City Plan which will set out a framework of planning policies to guide future development in the city up to 2041.
The first stage of the new City Plan is the Key Issues stage.
The Key Issues consultation is now open and will run until 20 January 2025.
You can give your views on areas, including:
The consultation has been designed to allow you to give your opinions on one specific question you feel strongly about, or a wide range of issues that interest you.
At this point, we are not including new policies or proposing any sites for development.
The consultation sets out what we think are the key issues for the City Plan 2041, and how these might be addressed, in a survey to give residents of all ages, businesses and those involved with planning and construction the chance to give their views.

This consultation is the first stage in producing the new City Plan 2041.
We’ll review and respond to the feedback received in this consultation and consider it when preparing the first draft of the full plan.
A further public consultation will be held in winter 2025 to 2026. A third consultation will be held on the final ‘Proposed Submission’ version, in spring/summer 2026. Following that the plan will be submitted to the Secretary of State.
